FG to overhaul NBTE, targets 93% informal workforce with skills

The Federal Government has moved to overhaul  the National Board for Technical Education (NBTE), to transform the agency into a stronger regulator and driver of Nigeria’s technical and vocational education system.

The reform is anchored on a KPMG-led assessment, expected to reshape NBTE’s organisational structure, governance framework and operating systems, as well as strengthen its capacity to supervise polytechnics, monotechnics and other technical institutions nationwide.

The Minister of Education, Dr. Maruf Tunji Alausa, who disclosed this in Abuja said the restructuring is central to President Bola Ahmed Tinubu’s Renewed Hope Agenda, adding that the reform would place skills, employability and productivity at the heart of Nigeria’s technical education architecture.

Alausa said that the Federal Government intends to confronts a major skills mismatch in an economy where about 93 percent of the workforce operates in the informal sector, while nearly 12 percent of young Nigerians are neither in education, employment nor skills training.

The minister  explained that the government’s objective was to ensure that the institutions charged with producing skilled manpower were themselves sufficiently equipped and structured to deliver on that mandate, adding that the success of Nigeria’s TVET reforms depends not only on curriculum and infrastructure, but also on the strength and effectiveness of the institutions responsible for implementation and oversight.

Under the reform programme, he said, KPMG Advisory Services has been engaged to conduct a comprehensive institutional assessment of NBTE and develop a future-fit organisational structure, governance model and operating framework.

He stated that the assignment would examine the agency’s institutional gaps, organisational design, workforce capability, operational processes and service-delivery mechanisms.

The minister said that the recommendations are expected to form the basis of a transformation roadmap aimed at making NBTE more agile, accountable and responsive to the needs of industry and the wider economy.

Alausa added that the exercise goes beyond bureaucratic restructuring, even as he described it as a strategic intervention to reposition NBTE as the institutional engine of Nigeria’s skills revolution and strengthen its ability to regulate and coordinate technical institutions effectively.

“The NBTE restructuring is coming alongside a major curriculum modernisation drive backed by a ₦1 billion intervention from the Tertiary Education Trust Fund (TETFund).

The intervention has produced 27 new National Occupational Standards (NOS) and updated four existing standards, taking the total number of reviewed standards to 31.

The standards are designed to create a more integrated skills-development pathway covering artisan-level training, National Certificates, Ordinary National Diploma (OND) and Higher National Diploma (HND) programmes.”

Alausa said that the reform would make technical education less theoretical and more directly connected to jobs, enterprise creation and industrial productivity.

“Technical and vocational education is fundamentally about skills. Everything within the polytechnic system is ultimately geared towards developing competencies that create pathways to employment, entrepreneurship and productivity,” he said.

President Bola Tinubu has sought the approval of the Senate for a 2026–2027 supplementary external borrowing plan of $20.52 billion dollars and 1.05 billion euros.

Tinubu’s request is contained in a letter addressed to Senate President Godswill Akpabio and read at plenary on Tuesday.

Tinubu said the proposed borrowing plan would be utilised on critical sectors of the economy, including infrastructure, agriculture, healthcare, education, water supply, security, employment generation and financial management reforms.

He said the funds would help address the country’s infrastructure deficit and bridge the financing gap required to implement critical development projects.

The president said that the projects and programmes under the plan were selected following technical and economic evaluations, with consideration on its anticipated contributions to Nigeria’s socioeconomic development.

“These initiatives aim to generate employment, promote skill acquisition, foster entrepreneurship, reduce poverty and enhance food security, all of which improve the livelihood of the Nigerian child,” he said.

Tinubu said most of the projects and programmes would be implemented across 36 states and the Federal Capital Territory. (FCT).

He said substantial investment in infrastructure remained necessary to support economic growth and address longstanding development challenges.

“In light of the need for significant infrastructure investment in the country and the vast financial resources needed to address this gap.

“It has become essential to pursue prudent external borrowings to close the financing shortfall,” the President said.

He said the funds would primarily be channelled into critical infrastructure projects, particularly in the power, transportation and healthcare sectors.

Tinubu urged the Senate to give the borrowing plan urgent consideration, adding that approval would enable the government to meet its obligations to Nigerians through timely disbursements and effective project implementation.

Senate President Godswill Akpabio, in his remarks, said that the borrowing plan had been previously featured in the approved borrowing plan of the federal government.

He thereafter referred the request to the Senate Committee on Local and Foreign Debts for further legislative inputs with collaboration from the Committees on Appropriations and Finance.

“The borrowing plan is attached, but of course, this was even earlier approved in our budget, and also the external borrowing plan was approved as far back as 2025 to 2027,” Akpabio said. (NAN)
