2027 Hajj: Mahmoud backs Saudi Arabia’s B2B reform, seeks smooth transition

The Minister of State for the Federal Capital Territory (FCT), Dr. Mariya Mahmoud, has expressed support for the proposed reforms by the Saudi Arabian Ministry of Hajj and Umrah, including the proposed migration of Nigeria’s national pilgrims’ quota to a Business-to-Business (B2B) tour operator model.

Mahmoud, who spoke during a policy communication engagement on the proposed reform, described the initiative as a clear and straightforward measure aimed at improving the efficiency and smooth operation of Hajj activities.

She said Nigeria, as a law-abiding country, would continue to respect and operate within the framework of reforms introduced by the Saudi authorities, while urging that adequate transition arrangements be put in place to enable stakeholders to adapt effectively.

The Minister particularly welcomed the proposed transition period, noting that a phased implementation would make it easier for Nigeria to adjust to the new system and ensure smoother Hajj operations.

Mahmoud commended the National Hajj Commission of Nigeria (NAHCON) for the success recorded during the last Hajj operation, describing it as unprecedented in the history of Hajj administration in Nigeria.

She emphasised the need for strict adherence to health requirements, particularly for pregnant women and pilgrims with chronic conditions such as diabetes, hypertension, and heart disease.

The Minister assured that relevant authorities would continue to strengthen medical screening and ensure compliance with established guidelines.

Mahmoud thanked the NAHCON delegation for the engagement and expressed optimism that continued collaboration among stakeholders would result in more efficient, successful, and sustainable Hajj operations in Nigeria.

Earlier, the Zonal Commissioner representing the North-Central Zone of the National Hajj Commission of Nigeria (NAHCON), Prof. Muhammad Unaru Ndagi, said the Saudi authorities had indicated that 98 per cent of Nigeria’s Hajj quota would migrate to the B2B model from the 2027 Hajj, as part of Saudi Arabia’s Vision 2030 reforms.

He explained that while NAHCON supports reforms aimed at improving efficiency and service delivery, an immediate 98 per cent migration was considered operationally unfeasible because of its potential impact on Nigeria’s existing Hajj administration, financial structures, and the affordability of pilgrimage for ordinary Nigerians.

Ndagi said the Commission had consequently engaged the Saudi authorities and secured a major concession on August 18, 2026, allowing for a phased 30 per cent migration for the 2027 Hajj, with further transition in subsequent years.

According to him, the phased approach would provide Nigeria with time to strengthen regulatory oversight, build the capacity of private tour operators, complete the necessary digitisation, and ensure an orderly transition without compromising pilgrims’ welfare.

He further disclosed that NAHCON had briefed the Vice President and engaged relevant state pilgrims’ welfare boards, agencies, and senior government officials.

He added that diplomatic efforts with the Saudi authorities were ongoing to secure a mutually acceptable framework for the reforms.

Ndagi also drew the Minister’s attention to the strict timelines introduced by the Saudi authorities for Hajj preparations, noting that the final deadline for uploading pilgrims’ registration is September 26, 2026, with no extension expected.

He therefore sought the Minister’s urgent intervention to ensure that the FCT and other relevant stakeholders accord the highest priority to pilgrims’ registration, documentation, payment, and related processes in order to safeguard Nigeria’s Hajj arrangements and the interests of prospective pilgrims.

Hardship: Public servants begin three-day warning strike

Published

By Our Reporter

Public servants across Nigeria have commenced a three-day warning strike following a directive by the Joint National Public Service Negotiating Council over what the workers described as worsening economic and mental hardship.

The industrial action, which began at midnight on Friday, October 2, 2026, is expected to run through Sunday, October 4.

The council directed its national and state leadership to mobilise workers for the action, with the directive contained in a circular dated October 1 and signed by the National Secretary of the JNPSNC, Olowoyo Gbenga.

The circular urged the council’s leadership to ensure that the strike notice reached workers across the country.

The decision, according to the council, followed the Federal Government’s alleged failure to respond to demands earlier presented to President Bola Tinubu in a letter dated September 21, 2026.

Explaining the commencement of the industrial action, the council stated, “Consequent upon the above, the strike shall start with effect from midnight on Friday, 2nd October, 2026 to Sunday October 4th, 2026.”

The council called on public servants at the federal, state and local government levels to participate in the warning strike, saying the action was aimed at drawing attention to the economic difficulties confronting workers and their dependants.

It stated, “In the same vein, all public servants in the services of federal, state and local governments are to join the warning strike because an injury to one is an injury to all, most especially, all workers, their dependants, vulnerable and hapless Nigerians are groaning terribly under the present economic hardship.”

The JNPSNC further expressed concern over the impact of the economic situation on workers, saying, “The economic and mental hardships are becoming unbearable and frustrating.”

It also directed its leaders to commence immediate mobilisation for the industrial action, declaring, “The time to act and mobilise workers for the three-day warning strike is now!!!”

The warning strike comes against the backdrop of demands earlier submitted by the council to the Federal Government for measures to ease the pressure of rising living costs on workers.

Among the demands were a reduction in the price of petrol, an immediate wage award for workers and the commencement of negotiations for a new national minimum wage ahead of 2027.

The council had reportedly asked the Federal Government to bring down the pump price of petrol to N500 per litre, approve an immediate wage award and constitute a tripartite committee to negotiate a new national minimum wage.

The demands followed continued concerns over the declining purchasing power of workers amid increases in the prices of essential commodities, transportation and other household needs.

In its latest circular, the council urged its members to circulate the strike notice and expressed optimism about the outcome of the industrial action.

“Please, disseminate the information!!! Surely, there is victory for us!!!” the circular added.

The council maintained that the warning strike would proceed as scheduled, with public servants across the federal, state and local government services expected to take part.

Efforts to obtain a response from the Ministry of Labour were unsuccessful as of the time of filing this report.
