Reps votes on State Police bill lacks transparency, inclusion – ADC

Published

Nkem Okereh

The African Democratic Congress (ADC) has faulted the process adopted by the House of Representatives in the voice vote for or against the State Police bill. It claimed that the process lacked transparency and inclusion.

While alleging that the lawmakers  undermined the Constitution in the  handling of the State Police Constitution Alteration Bill, the party called  for the legislation to be recommitted to a fresh and transparent legislative process.

In a statement signed by its National Publicity Secretary, Mallam Bolaji Abdullahi, the party questioned reports that the constitutional threshold for passage was only met through votes transmitted via WhatsApp and by counting members who were not present in the Chamber.

The ADC also argued that the current version of the Bill had not been subjected to adequate public scrutiny, warning that legislation of such national importance should not be driven by political expediency or shielded from rigorous public debate, particularly in the face of overwhelming concern over political abuse despite widespread desire for state police.

While  supporting  the establishment of policing that meets the demands of Nigeria’s security challenges, the ADC said it cannot support a process that undermines the very Constitution it seeks to amend.

“According to accounts publicly given by members who participated in the proceedings of the House of Representatives on 23 July 2026, the constitutional threshold for the amendments was achieved by recognising votes transmitted through WhatsApp from members who were absent from the Chamber and by counting members who had signed the attendance register but were no longer present when the question was put.

“These allegations raise profound legal and constitutional concerns. The Constitution is not amended by convenience. It is amended through strict procedures that leave no room for improvisation. Therefore, regardless of the noble intentions behind the amendment, the constitutional process for amendment must not be circumvented.

“The ADC is indeed concerned by reports that meaningful clause-by-clause consideration of the Bill was curtailed and that constitutional objections raised during the proceedings were not given proper consideration. Constitutional alteration demands openness, robust debate and strict fidelity to both the Constitution and the Standing Orders of the House. This appears not to be the case in respect of this particular amendment.

“It is of equal concern to us that the current version of the State Police Bill has not undergone the level of public scrutiny that a constitutional reform of this magnitude deserves. While the idea of State Police has featured in previous constitutional review exercises, this latest effort contains significant policy reform that Nigerians have not had the opportunity to interrogate through a dedicated public process.

“It is one thing to pass a Bill for political expediency. It is another thing to ensure that it actually solves the problem it was intended to solve. The objective is not merely to establish another police institution. It is to reduce the insecurity that has devastated communities across the country. This is why this new proposal for the establishment of State Police demands careful scrutiny, not legislative manipulation,” the statement read.

The ADC argued that unless this Bill is subjected to rigorous public examination, the nation  risk enacting legislation that has survived only the echo chamber of the ruling party rather than the searching questions of the Nigerian people.

“Nigeria has witnessed too many major laws and policies that required amendments, reversals or somersaults because they were insufficiently interrogated before passage. We cannot afford to make the same mistake with a constitutional amendment that will fundamentally reshape the nation’s security architecture,” added the party.

The ADC therefore called on the House of Representatives to recommit the Bill to a process that is constitutional, transparent and inclusive.

It said “Nigeria deserves a State Police framework that commands public confidence because it has been properly debated, strengthened to guarantee the required outcome and protect against abuse before becoming part of our Constitution.”

Lakurawa terrorist group kills 4 soldiers in deadly Sokoto attack

Published

By Mohammadu Ahmad

At least four soldiers are feared dead following an attack by suspected Lakurawa terrorists in Kebbe, Kebbe Local Government Area of Sokoto State, on Friday.

The attackers, reportedly numbering more than 300, stormed the town on motorcycles and engaged troops in a fierce gun battle before allegedly attacking shops, vehicles and a hospital.

The heavily armed group was said to have arrived in Kebbe at about 10am, prompting soldiers deployed at a military base on the outskirts of the town to engage them.

A security expert in the state, Bashar Altine, who confirmed the incident, said four soldiers were feared to have died during the confrontation.

However, the reported casualty figure could not be independently verified as of the time of filing this report.

The spokesman for the Sokoto State Police Command, Ahmed Rufai, also confirmed that an attack occurred but said the command was still working to establish the details.

Rufai said he could not confirm reports of casualties, including the alleged deaths of the four soldiers.

Attempts to obtain confirmation from the spokesman of the 8 Division, Nigerian Army, Lt. Col. Olaniyi Osoba, were unsuccessful, as he had yet to respond to a message sent to him as of press time.

Altine said the attackers moved into the heart of Kebbe after the confrontation with the troops, particularly the Sabon Gari area, where they allegedly broke into shops and stole large quantities of mobile phones and bread.

He said the militants also attacked a military vehicle equipped with a mounted rocket-propelled grenade, damaging three tyres and breaking its windscreen.

The attackers reportedly proceeded to the General Hospital, Kebbe, where they allegedly smashed the windows of vehicles parked within the hospital premises, including the vehicle of the Divisional Police Officer and an ambulance.

“They also seized mobile phones belonging to patients at the hospital,” Altine added.

He further alleged that the terrorists took four motorcycles belonging to residents before beginning their withdrawal from the town.

According to Altine, the attackers eventually left Kebbe in the evening through the direction of the police station and proceeded towards communities west of the town.

“Reports from villages west of Kebbe indicate that they entered Ungushi town, one of the districts in Kebbe Local Government Area,” he said.

Altine said there was no confirmation that any of the attackers had been killed despite the reported gun battle with security forces.

“As of the time of writing this report, we have not seen the body of even one Lakurawa fighter that the soldiers succeeded in killing,” he said.

Joseph Ezeokafor

By Ogechi Eloka

Kidnapped Anambra businessman, Joseph Ezeokafor chairman of Jezco Group of Companies, popularly known as Jezco, has regained his freedom.

According to a social media Facebook post by Fred Chukwuelobe, versatile journalist and public affairs commentator, Ezeokafor was released near the boundary between Enugu and Anambra States, close to Ebenebe, near Awka. He was subsequently picked up late at night (Friday) by a family member.

Ezeokafor, the father of popular social media personality Jowi Zaza, was abducted in the early hours of Tuesday while on his way to a prayer ground in Awka, Anambra State.

His release came after days in captivity, during which his abductors reportedly established contact with his family and initially demanded a ransom of N700 million before allegedly raising the demand to N1.5 billion.

Details surrounding his release, including whether any ransom was paid and where he was released, were not immediately available as of the time of filing this report.

The development is, however, a major relief to the family, friends and associates of the businessman, whose abduction had generated widespread concern across Anambra and beyond.

Ezeokafor is the founder of Jezco Oil and Lubricants, a business he established in 1980 and subsequently expanded into other areas of manufacturing and business.
