The Federal Government has inaugurated the newly constituted Advertising Offences Tribunal as part of efforts to strengthen regulation, promote professionalism and ensure greater integrity in Nigeria’s advertising and marketing communications industry.

The Minister of Information and National Orientation, Mohammed Idris, made this known on Tuesday at the inauguration of the Tribunal in Abuja, describing the development as an important step towards building a more professional and responsible advertising industry.

“Let us build an advertising industry that commands creativity, earns trust, and upholds responsibility,” Idris said.

The Minister also said the Advertising Regulatory Council of Nigeria, (ARCON) Act No. 23 of 2022 expanded the Council’s regulatory powers and provided for the establishment of the Tribunal to adjudicate offences under the Act and relevant advertising regulations and codes.

He urged the new panel, led by Justice Cecilia M. A. Olatoregun, to carry out its duties with integrity, independence and fairness.

“Every matter that comes before you should be considered on its merits, without fear or favour, affection or ill will. The Tribunal must be, and must be seen to be, a fair and impartial institution.

“The establishment of the Tribunal reflects a clear legislative intention: that offenses within the advertising ecosystem should be addressed through a specialized mechanism capable of delivering justice efficiently, fairly, and without unnecessary delay.

“It will help ensure that the rules governing advertising are not merely written on paper but can be meaningfully applied when violations occur. This is essential for protecting consumers, promoting fair competition, strengthening professional standards, and maintaining public confidence in the industry,” he said.

The Minister congratulated the Chairman and members of the Tribunal, assuring them of the Ministry’s continued support for ARCON and efforts to build a globally competitive advertising industry.

In his earlier speech, Director-General, ARCON, Dr. Olalekan Olumuyiwa Fadolapo, described the inauguration of the Advertising Offences Tribunal as a major step in strengthening regulation and compliance in the advertising industry.

“The Advertising Offences Tribunal is a big opportunity for the Nigerian advertising industry. It is the first of its kind in the world because Nigeria has taken a proactive step not only to legislate on advertising, but also to put structures and frameworks in place,” he said.

The Chairman of the Advertising Offences Tribunal, Justice Olatoregun, pledged that the new panel would discharge its responsibilities with integrity, fairness and professionalism.

“It is a great honour to be called upon to serve our country, and we take this responsibility very seriously. You have asked us to work with integrity, and that is what we are going to do,” she said.

Members of the Tribunal are Musa Ahmed Attah, SAN; Merga Tyowanan Kachina Esq; Dr. Ken Onyeali Ikpe, frpa; and Hajia Sa’a Ibrahim.

Famous Nollywood actor, Francis Duru, is dead

By Our Reporter

Veteran Nollywood actor Francis Duru has died at the age of 57 following a brief illness, his family has announced.

The family disclosed his death in a statement published on the actor’s official Instagram page in the early hours of Friday.

“We, the family of Francis Duru, regret to announce his passing following a brief illness,” the post reads.

“We appreciate your prayers, love, and understanding. May his soul rest in perfect peace. Amen.”

Duru’s death comes months after he dismissed reports circulating on social media that he was battling a life-threatening illness.

The rumours intensified in June after a video showing the actor looking frail went viral, prompting concerns among fans and colleagues in the entertainment industry.

Responding to the speculation at the time, Duru released a video on Instagram in which he described the footage as “fabricated and malicious”.

Born on July 27, 1969, in Cameroon to Nigerian parents from Imo State, Duru completed his primary and secondary education in the Central African country before moving to Nigeria for university education.

He gained admission to the University of Port Harcourt, Rivers State, where he studied Theatre Arts and graduated with a Bachelor of Arts degree in 1996.

Duru began his acting career in 1989 when he featured in Missing Mark, a film directed by the late Ndubuisi Oko. However, the role did not immediately establish him as a prominent figure in the Nigerian movie industry.

His breakthrough came in 1995 following his appearance in Rattlesnake, an action-comedy produced by the late filmmaker Amaka Igwe. In the film, he played the character Ahanna, a role that helped raise his profile in Nollywood.

Throughout his career, Duru earned several awards and honours in recognition of his contributions to the entertainment industry.

He was named a United Nations ambassador of peace for his positive influence on young people.

In 2020, he won the Best Actor in a Leading Role (Igbo) award at the Best of Nollywood Awards for his performance in Mboputa.

Beyond his acting career, Duru was married to Adokiye, whom he wed in 2003. Their union produced four children.

The family suffered a major loss in August 2024 when one of their children, Ifeanyi, died.

Duru’s death marks the loss of an actor whose career spanned several decades in Nigeria’s film industry.
